Panniers are handy side storage bag with strong adjustable webbing ties with locking buckles (more secure than Velcro!).
For scooters, the ties lock onto the scooter armrest and metal arm support depending on the scooter model. For wheelchairs (assisted only), the ties mount securely to the tubular side frame.
Lid and lip edges are re-inforced with plastic rib, and have easy opening hook and loop fastener.
